list of illiteracy surveys in Indonesia and the definition of illiteracy
1.
Indonesia Population Censuses 1961,1971,1980, 1990 (But not for 2000 Population Census). BPS, Statistics Indonesia.
Self declaration type questions. Asked to those age 5 years and above. The question is:
“can you read and write? 1.Latin scrift
2.Other Scrift
3.Can Not
Those who are considered as illiterate if he/she can not either read and write Latin or Other scrift.
Note: for 2000 pop census literacy was not been asked. Question limited to education completed.

Nasional Socio Economic Survey (Susenas). BPS, Statistics Indonesia. Annualy since 1964 up to 2007. There are 7 questions related to education such as school participation, drop out, Highest level attended, educationan institution, and literacy/illiteracy question. Conducted in the whole provinces (33 provinces) and the whole districs (440 districs)
Sample household 285 904 household (for 2007 Susenas, before that the sample a little bit smaller)
Self declaration type questions. Asked to those age 5 years and above. The question is:
“can you read and write? 1.Latin script
2.Other Script
3.Can Not
Those who are considered as illiterate if he/she can not either read and write Latin or Other script.
Note: Since the 2007 Susenas, the category modified to be:
1. Latin script
2. Latin and Other Script
3. Only other script.
4. Can not.
Note: Those who are able to read and write only other script, the proportion is very small.

Since, 1987, 1991, 1994, 1997, 2001, 2004, 12007. This survey as an international suirvey. The most recent survey for Indonesia conducted in 2007. the whole provinces.
Literacy status of adult members, method: tested skill by demonstrating the ability of responent in reading and writing. The same method in countries conducting this survey.
Classification and method follow standard which has been designed by DHS internationally.

2006 Indonesia Illiteracy Survey. Collaboration between Departemen of Education and BPS,Statistics Indonesia.
Sample: Sub Sample of the Susenas (National Socio Economic Survey), 10 272 households.
Asked to those 5 years and above. Method determining illiteracy through test Skill. Responden asked to read and to write a simple sentence available in the questioner. The way of test skill almost the same as used in DHS survey.

2007.Indonesia Survey Effectiveness of Fungtional Literacy Program: Collaboration between Statistics Indonesia.BPS and Departemen of Education.
Only limited to 7 provinces, from every selected provinse, selected 2 districts, from every 2 districts selected 2 sub-districs, and from every selected sub districts selected 50 household sample. Total household sample: 1500 households.
Asked to those 5 years and above and to those participated in fungtional literacy program. Method in determining illiteracy is that of the combination between self declaration (for household members age 5 years or above, and through test Skill (ex participant of literacy program). Responden asked to read, to write and to calculate a simple sentence/numbers available in the questioner
Note: for self declaration type question, the question same as what has been implemented in the Susenas or census.
“can you read and write?. The categories of answer follow the Susenas categories.
Note and Comment:
· The weakness or limitation of Indonesia’s definition in determining literacy or illiteracy is that not include the words “with understanding”. The question asked, are the respondent having an ability to read and to write in either Latin script or in other scripts without asking whether he/she understand or not understand of what he/she read or write.
· The indonesia’s concept and definition in determining literacy or illiteracy, on the other hand, consider that those who are blind and can only read and write in Braille script considered as literacy in Latin script.
· Disable person who previously can read and write considered as literacy.
· Those who can read only, can not write, considered as illiteracy.
· BPS, Statistics Indonesia, in determining literacy/illiteracy is based on the ability to read and write in either Latin or other script (without asking related to understanding). The departement of Education in determining literacy only based on the LATIN SCRIPT.
